I sell fireworks seasonal in WA and they are not legal for sale or use during off season. I have a large inventory and a need for an income. Can I advertise, sell and ship this stuff to individuals in states where they are legal to sell and use by consumers there?

Yes, you can. They’ll have to be shipped via freight and there are many states they cannot be shipped to.
You’ll just need to set up a website and list your products. Their are many companies already doing this, mostly wholesalers, do a google search for wholesale fireworks and you can see how other companies are doing.
